When executive leadership and the board has plans to pursue certain deals but there still is uncertainty, for example no deals are about to be signed yet, insiders can still buy. Sovereign wealth fund talks were still ongoing. Right now it's likely that these plans are turning definitive and the insider buying window has closed. That's part of the reason almost all directors bought in a short timeframe: there was little time to do so.
