Lots of government workers. It's an old holdover from when pensions were created. Private pensions that had people retire at 55 all went bust and took down tons of huge companies with them. Public pensions like police and military never went bust because they're the government so they just kept going. Systems like social security paying out at 65 was seen as an extreme system meant for those in the absolute poorest circumstances who somehow managed to make it to 65.
